The Special Migrant Workers Unit (SMWU)
The Unit was set up in November 1999 to look into the terms and conditions of employment of migrant workers and to ensure that their fundamental rights are being respected.

- Verifying and vetting of contracts of employment of migrant workers
- Carrying out routine inspections and follow up visits at the enterprises at regular intervals to ensure that the terms and conditions of migrant workers are fully in line with their vetted contracts of employment and provisions of the law.
- Verifying that there exists an efficient me ans of communication at the level of the enterprise where grievances may be discussed and settled as appropriate
- Induction/Education sessions in the course of the inspection visits
- Registration of complaints regarding breach of provisions of the labour legislation or any terms and conditions of the contract of employment
- Initiating civil and/or criminal proceedings against defaulting employers

ONE STOP SHOP (OSS)
A One-Stop-Shop (OSS) service has been implemented as from 01st November 2022, with the following attributions:
- to provide at a single point, dedicated services relating to rights of migrant workers, including those pertaining to labour rights,
Occupational Safety and Health issues and also Work and Residence Permits;
- to act as an interface with relevant authorities/Departments on other issues affecting migrant workers and to ensure proper follow-up actions until such matters are resolved;
- to work in close collaboration with the Occupational Safety and Health Division or Police Department with regard to cases of injury at work or accident involving migrant workers;
- to take appropriate action to deal with cases where migrant workers have been forcibly required to work for another employer;
- to deal with cases of trafficking in persons and referral to appropriate authorities; and
- to deal with labour- related complaints such as non-payment of wages, reduced payment of wages, etc.

OCCUPATIONAL SAFETY AND HEALTH DIVISION (OSH)
Lodging Accommodations
The Employees' Lodging Accommodation Section of the Occupational Safety and Health Division, ensures that migrant workers are provided with decent lodging accommodations by ensuring that employers comply with the provisions of the Occupational Safety and Health (Employees' Lodging Accommodation) Regulations 2011 , which include provision of:
- Furniture for clothing and personal belongings;
- Separate bed with mattress to each migrant worker;
- Adequate and clean employee accommodation and dining areas;
- Clean surrounding yard;
- Adequate ventilation and lighting;
- Adequate number of water closets and bathrooms;
- Adequate supply of water, washing and ironing facilities;
- Kitchen with cooking facilities;
- Facilities for storage of foodstuff;
- Fire equipment and electrical installation of adequate safety standards;
- First aid facilities; and
- Appropriate means of conveyance free of charge to any hospital or similar institution in case of sickness or injury.

HUMAN RESOURCE DEVELOPMENT & TRAINING DIVISION (HRDT)
Work Permit Unit
The Human Resource Development and Training Division (formerly Employment Division) under the aegis of the Ministry of Labour, Human Resource Development and Training has a Work Permit Unit which is responsible for the grant of work permits to non-citizens to enable them to work in Mauritius.
Furthermore, the Division is responsible for issuing Recruitment License to Private Recruitment agencies allowing them to recruit citizens of Mauritius for employment in Mauritius and abroad.
